Paul Wouters is Emeritus hoogleraar scientometrie. Hij is gespecialiseerd in de ontwikkeling van evaluatiesystemen en de manier waarop deze systemen aanzetten tot de ontwikkeling van kennis. Ook richt hij zich op wetenschapsgeschiedenis en in het bijzonder op de rol van informatiesystemen hierin.

Prof. dr. Paul Wouters heeft een Master in Biochemie (Vrije Universiteit, Amsterdam, 1977) en een PhD in Science and Technology Studies (Universiteit van Amsterdam, 1999). In de tijd tussen het behalen van deze graden heeft hij onder andere gewerkt als wetenschapsjournalist en hoofdredacteur van het voormalige dagblad De Waarheid. Hij publiceerde over de geschiedenis van de Science Citation Index, over scientometrie en over de wijze waarop criteria van wetenschappelijke kwaliteit zijn veranderd door citatieanalyses.
Van 2001 tot 2005 was Wouters coördinator van de Nederlandse STS Graduate School WTMC in samenwerking met Annemiek Nelis. Vanaf 1991 was hij ook werkzaam bij het Science Dynamics Research Institute van de Universiteit van Amsterdam. In deze periode, combineerde Wouters zijn part-time work als wetenschapsjournalist met het schrijven van zijn proefschrift over de geschiedenis en sociologie van citatieindexering.
In samenwerking met Willen Schoonen, redacteur van dagblad Trouw, richtte Wouters het tijdschrift “Onderzoek Nederland” op, een Nederlandstalig tweewekelijks tijdschrift over wetenschappelijk beleid en wetenschapsfinanciering.
In 1999 werd Wouters aangesteld als projectleider van een nieuwe onderzoeksgroep aan het Nederlands Instituut voor Wetenschappelijke Informatiediensten (NIWI) van de Koninklijke Nederlandse Akademie van Wetenschappen (KNAW). De onderzoeksgroep onder de naam NERDI (Networked Research and Digital Information) richtte zich op het analyseren van de ontwikkeling van informatietechnologie in de wetenschap, zowel als onderzoeksinstrument als een nieuwe manier van wetenschapscommunicatie. Na de opheffting van het NIWI door het bestuur van de KNAW, ontving Wouters een beurs voor vijf jaar als programmaleider van de Virtual Knowledge Studio (VKS), een nieuw instituut van de KNAW.
In 2006 werd hij benoemd tot gasthoogleraar Cybermetrics aan de University of Wolverhampton. In 2007 werd hij directeur van de Erasmus Virtual Knowledge Studio en bijzonder hoogleraar van het Instituut Sociologie van de Erasmus Universiteit Rotterdam (EUR). De VKS en de Erasmus Studio onderzochten de ontwikkeling van digitale geesteswetenschappen op het gebied van wetenschap en technologie.
Van september 2010 tot december 2018 was Wouters directeur van het Centre for Science and Technology (CWTS) en hoogleraar in de scientometrie aan de Universiteit Leiden. Van januari 2019 tot en met december 2023 was hij decaan van de Faculteit der Sociale Wetenschappen van de Universiteit Leiden. Tevens was hij bestuurslid van de Society for the Social Study of Science en van de Nederlandse Graduate School Science, Technology, and Modern Culture (WTMC).
Wouters is lid van de redactie van het tijdschrift Social Studies of Science en de Journal of the American Society for Information Science and Technology, Scholarly Communication, and Cybermetrics. Hij is lid van de Adviesraad van het Network for Advancing & Evaluating the Societal Impact of Science.
