This event will consist of a panel discussion featuring officials of EU neutral member states, moderated by Dr. Alanna O'Malley, followed by an interactive Q&A session with audience members.
Background
The 2022 Russian invasion of Ukraine has triggered a widespread reassessment of the concept of neutrality. This event aims to explore the evolving nature of neutrality in light of the current geopolitical landscape and its implications for the international security architecture.
Moments of crisis can serve as a catalyst for closer international cooperation and policy reform; equally, they can produce disunity and fracture. The ongoing conflict in Ukraine exemplifies this dynamic. Amidst a substantial increase in defence and security cooperation in Europe, there are new questions over the commitment of some Western countries to collective security.
The invasion has presented a unique challenge to neutral states as it calls into question the relevance of traditional neutrality models. Indeed, the historic applications of formerly neutral states Sweden and Finland to join NATO and a series of revisions to the neutrality policies of Ireland and Austria signify a shift in the understanding of neutrality in the current security context.

This event will delve into the meaning and role of neutrality in the post-2022 international security landscape and its implications for the security architecture. It aims to provide students and educators of Leiden University with insights into the role of neutrality at the diplomatic level. What role is there for neutral states in the current security context? Can neutral states contribute effectively to common foreign and security policy? How do officials reconcile their neutral stance with the demands of contemporary diplomacy? Is there a future for neutral states in the EU and how will it look?
