Thijs de Boer bestudeert als postdoctoraal onderzoeker de relatie tussen grensoverstijgende crises en de structuur van de centrale overheid. Hij is opgeleid in de bestuurskunde. Zijn promotieonderzoek aan de Universiteit Leiden en later de Vrije Universiteit Amsterdam onderzocht waarom Europese agentschappen vrijwillig verantwoording afleggen. Hierbij heeft hij specifieke gekeken naar reputatie als een drijvende kracht achter verantwoording-zoekend gedrag van publieke organisaties.
