Otto Spijkers is docent internationaal en Europees recht aan het Leiden University College (LUC), Faculteit Governance and Global Affairs van de Universiteit Leiden. Daarnaast is hij universitair docent staats- en bestuursrecht aan de Faculteit der Rechtsgeleerdheid van de Erasmus Universiteit Rotterdam. Voordat hij bij Erasmus en het LUC kwam, was Otto hoogleraar internationaal recht aan het China Institute of Boundary and Ocean Studies van Wuhan University en het Research Institute of Environmental Law van deze universiteit. Voordat hij naar Wuhan ging, werkte hij bij het Utrecht Centre for Water, Oceans and Sustainability Law en het Nederlands Instituut voor Zeerecht van de Universiteit Utrecht. Hij schreef zijn proefschrift, getiteld The United Nations, the Evolution of Global Values and International Law, aan het Grotius Centre for International Legal Studies van de Universiteit Leiden.
