Marloes van Noorloos is an Associate Professor of Criminal Law and Criminal Procedure at the Institute of Criminal Law and Criminology.

Marloes van Noorloos is an expert in the area of hate speech, which was the topic of her PhD thesis at Utrecht University (Hate speech revisited. A comparative and historical perspective on hate speech law in the Netherlands and England & Wales, 2011, Intersentia). Her research covers a broad range of topics at the intersection of criminal justice and fundamental rights, with a specific focus on inequality, discrimination and the role of criminal law regarding societal conflict and protest. Van Noorloos’ research interests include the criminalisation of expressions (hate speech, terrorist speech, defamation, etc.); hate crime; terrorism and criminal law; criminal law and the right to protest; transitional justice, the ‘right to truth’ and memory laws; EU criminal law; and the right to privacy and criminal procedure. She examines the functioning of criminal law and criminal procedure in breadth and in depth with an eye for the socio-political context behind the law and the ideas underpinning it. She previously worked as an Assistant Professor and Associate Professor of Criminal Law and Criminal Procedure at Tilburg Law School and has been a visiting scholar at Oxford University’s Centre for Criminology and at Queen Mary University of London.
Dr van Noorloos is involved in Leiden Law School’s Criminal Justice research programme as a Programme Coordinator and researcher on the themes of ‘Vulnerable groups and inequality’ and ‘Truth finding’.
Alongside her academic work, she has been actively involved with various human rights organisations. She is currently a member of the Meijers Committee (Standing Committee of Experts on International Immigration, Refugee and Criminal Law) and Bureau Clara Wichmann's network of experts (gender equality). She was President of the Dutch Section of the International Commission of Jurists (NJCM) from 2013 to 2017 and in that capacity, she co-founded the Public Interest Litigation Project (PILP), where she later served on the Advisory Board.
