Leiden University’s department of Child Law has gathered a great amount of information about Children’s Rights in the Netherlands and advised the Dutch Children’s Ombudsperson about how to prioritize the different subjects on Children’s Rights in the monitor: which subjects need the most attention in the Netherlands and which subjects give the most concerns? Which Children’s Rights need to be monitored more and to which subject does our government need to pay more attention? In this research is used the information provided by lots of (children’s rights) organizations about children and their rights in the Netherlands. The Netherlands Institute of Social Research focused on advisement on the development and extension of the Children’s Rights Monitor for the next years especially the development of new children’s rights indicators. The instutue has also prepared a design of context at the outset of every domain.
The first step in the development of the Children’s Rights Monitor was to perform a pre-study in the summer of 2011 to find a suitable thematic division of the Monitor. The pre-study existed of a extensive literature study and consultation from several experts and Child Ombudspersons in Europe. The department of Child Law advised to pay attention to the children’s rights that in the Netherlands are of the most concern. The pre-study also included a mapping of all existing children’s rights indicators that are developed worldwide and are suitable for the Children’s Rights Monitor.
