Caspar van den Berg, a member of the Institute of Public Administration at Leiden University in The Hague, responded to this. ‘Having two ministers, with the possibility of a conflict arising about which is the number one, is a recipe for trouble. It is crucial that clear agreements are made about the division of tasks.’
