Intra EU Mobility
What is Intra EU Mobility?
According to EU directive 2016/801, holders of student residence permits issued in another EU country (except Ireland and Denmark) may, in some cases, study in the Netherlands without requesting a seperate permit. Leiden University is required to notify the Dutch immigration department (IND) of any students joining us via Intra EU Mobility.
Find out below if you are eligible for Intra EU Mobility and the step to take.
Who is eligible for Intra EU Mobility?
You are eligible for Intra EU Mobility if you meet all the following conditions:
- You have a student residence permit from another EU country (except Ireland and Denmark) that will be valid for the duration of your studies in the Netherlands*.
- You are joining us for one of the following:
- An exchange programme via an agreement between your current EU university and Leiden University; or
- A degree programme for which you must study in more than one EU country, e.g. joint degree.
- You will stay in the Netherlands for more than 90 days and less than 361 days.
*Will your EU permit expire before the end of your studies at Leiden University? You must arrange an extension of your EU permit before applying for Intra EU Mobility via Leiden University.

- Joining us in February: you will receive this email 24 hours after you have been (conditionally) admitted.
You will be asked to upload the following documents in the uSis visa portal.
- Copy of your valid passport:
- Include all pages with personal information, visas and entry/exit stamps.

To apply for Intra EU Mobility via Leiden University, you must meet the same financial requirements as other students applying for a student residence permit.
Carefully read the information on the Proof of funds page, then upload the required items in the uSis visa portal.
Check criteria carefully!
Make sure your proof of funds documents meet all the stipulated criteria! Missing or incorrect documents will significantly slow down the processing of your application.
Upload the following additional documents on the Other screen of the uSis visa portal:
- Copy of both sides of your EU student residence permit, valid for the duration of your studies in the Netherlands.
- If your EU residence permit does not clearly state that it is for study purposes, upload additional proof that your permit is for the purpose of study.
- Completed and signed Authorisation form of higher educational institution (last two pages of this document only).
- Copy of your health insurance policy valid for your entire period of stay in the Netherlands. See our information on health insurance.
After you submit your application, Leiden University will check all information and documents are in order. If anything is missing or incorrect, you will be notified via uSis. Check your emails and uSis notifications frequently and take action immediately if needed.
Priority for students requiring entry visas
In the period June to August, Leiden University receives a large number of visa/residence permit applications. As a result, we must prioritise applications from students who need a visa to enter the country. This means it may take us 6 to 8 weeks to process your Intra EU Mobility application. Thank you for your understanding.
Once your application has been checked by Leiden University, we will notify the Dutch immigration department (IND) of your request for Intra EU Mobility.
Once the IND approves your request, they will notify Leiden University. We will then send you a copy of the IND approval letter by email. This letter, in combination with your EU residence permit, serves as proof that you have legal residency in the Netherlands.
You will also need your IND approval letter when registering at a Dutch town hall after arrival - see Step 9. below.
You do not require, and will not receive, a new residence permit. However, if you specifically want a ‘residence endorsement sticker’ in your passport, you can request one directly from the IND. To arrange this, make an appointment at the IND office in The Hague.
Note: to make your appointment you will need your V-number (immigration department reference number). You can find this on the IND approval letter you received by email from Leiden University - see Step 7. above. Can't find or didn't receive the letter? Contact Leiden University:
Make sure to complete all the procedures that are relevant to you as soon as possible after arrival.
- Town hall registration
You are required to register with your local Dutch town hall as soon as possible and at least within one month of arrival. Make sure to bring your current EU residence permit and a copy of your IND approval letter - see Step 7. above. Schedule your appointment and check the required documents on the Town hall registration page. Remember to arrange housing well in advance as you will need proof of your Dutch address for your appointment.
- Open a Dutch Bank account
You are highly advised to open a Dutch bank account after arrival. This is particularly important if you have transferred funds to Leiden University for your visa/residence permit application, or have been awarded a scholarship by Leiden University. These funds will be transferred to your Dutch bank account. Find out how to open a Dutch bank account.
- Refund of living expenses
Did you transfer funds for living expenses to Leiden University as part of your visa/residence permit application? After you have opened a Dutch bank account, submit this refund form to request that the funds be returned to you.
- Insurance
If you haven't already done so, arrange health insurance coverage for the duration of your stay. This is compulsory for all residents of the Netherlands. See the health insurance page for details. Note that if you decide to work alongside your studies, you must take out Dutch public health insurance.
