Assistant Professor of Cybersecurity Governance (1 fte)

We are looking for an assistant professor with research and teaching expertise in the societal aspects of Cybersecurity. The Institute of Security and Global Affairs (ISGA) is looking to appoint an assistant professor who is specialized, or developing expertise, in the field of Cybersecurity. In particular, we are looking for candidates with expertise in the field of cybersecurity governance, cybercrime, cyber regulation or law, and/or cyber crisis management.

What you will do

The successful candidate has demonstrable experience with research and teaching in the themes related to this vacancy, as well as in subjects related to the Bachelor and Master programs taught at the Institute. The candidate is expected to teach in multiple programs of the Institute, in due time in the new Dutch-language bachelor Cybersecurity & Cybercrime. We also teach cyber-related education in the master Crisis and Security Management, in the bachelor Security Studies, the Executive master Cybersecurity, and in the minor Cyber Security. The position is aimed at strengthening the Institute’s teaching portfolio, as well as strengthening its research portfolio and acquisition capacity in a promising phase of growth and interdisciplinary collaboration.

The successful candidate will be required to:

  • Develop and deliver courses in the broad field of cybersecurity governance, cyber regulation, cyber crisis management and/or cybercrime;
  • Conduct independent research in the field of cybersecurity governance, cyber regulation, cyber crisis management and/or cybercrime;
  • Generate high-quality publications in academic and non-academic outlets, with a focus on international, peer-reviewed journals;
  • Actively contribute to the development and improvement of education at the bachelor’s and master’s level;
  • Work in a multidisciplinary academic team and help develop and implement the Institute’s research strategy;
  • Supervise thesis and capstone projects;
  • Contribute to tutorial education through mentoring and advising;
  • Perform administrative and coordinating tasks within the Institute;
  • Develop acquisition and project management for research and/or training projects of third parties; and
  • Be able to provide education on a diverse range of security themes and subjects, in order to flexibly contribute to other educational programs provided within the institute. These are broader as the cyber related education (e.g. security studies, crisis & security management).

The Institute of Security and Global Affairs (ISGA) is a scientific institute specialising in security issues. ISGA is part of the Faculty of Governance and Global Affairs of Leiden University.


ISGA analyses and studies security issues with local, national, transnational and global impact. These include crises, intelligence, terrorism, war, violence and cybercrime. The institute is characterised by a multidisciplinary research approach.


ISGA is based in the residential city of The Hague, the international city of peace, justice and security. Inspiring interactions are maintained with other knowledge institutions, regional, national and international governments, the private sector and NGOs.


The interdisciplinary Cybersecurity Governance research group focuses on the non-technical side of cybersecurity at all levels of society. This includes cybersecurity for end users and organizations, national laws and regulations, and international relations. The group consists of scientists from various disciplines within the humanities and social sciences, such as public administration, criminology, philosophy, political science, psychology, law, and sociology. From these different backgrounds, partnerships are set up to understand cybersecurity governance and contribute to successful solutions at both national and international level.


What you bring

Within this group, we are looking for a new Assistant Professor with expertise that fits in with the group and who can work independently. Each position is different, so in the beginning we will pay attention to your integration in the institute. If some of the work is new to you, we will look together at what you need and draw up a development plan. This position is a good fit for you if you recognize yourself in the following:

  • PhD in the broad field of cybersecurity and/or cybercrime, with a background in public administration, organizational science, sociology, law, criminology, philosophy, psychology or behavioral science; or another field with demonstrable teaching and research experience in cybersecurity;
  • We also welcome candidates who have a demonstrable interest in developing expertise in cybersecurity with us from another field;
  • Demonstrable research experience in the field of digital security and/or cybersecurity governance, or in one of the adjacent disciplines;
  • Excellent research qualities reflected in an established or developing publication list with publications in international, peer-reviewed journals;
  • Demonstrable quality in research-led education;
  • Demonstrable passion for education, both inside and outside the classroom;
  • Demonstrable commitment to a close-knit, interdisciplinary academic community;
  • Excellent command of English; ability and willingness to work towards Dutch language proficiency in order to teach classes in Dutch.
  • Demonstrable mastery of a variety of research methods and techniques;
  • A growing network of academics and professionals in the field of cybersecurity and/or cybercrime;
  • The ability to link academic research to policy-oriented and societal impact;
  • Leiden University requires teaching staff to have the Basic Teaching Qualification (BKO).

We offer:

  • A one-year employment contract with the prospect of a permanent position. This contract falls under the Collective Labour Agreement for Dutch Universities;
  • A salary of at least € 4.537,- and a maximum of € 7.056,- gross per month based on a full-time position (38 hours) (scale 11 or 12 based on education and experience);
  • A holiday allowance (8%), an end-of-year bonus (8,3%), and an attractive pension scheme at ABP;
  • Flexible working hours: as a standard, you are entitled to a minimum of 29 leave days on the basis of a full-time working week of 38 hours; you can also save for extra leave, for example by working 40 hours a week, and in this way accrue an extra 96 leave hours, or exchange 96 leave hours for a 36-hour week.
  • Lots of options when it comes to secondary employment conditions; we can, for example, discuss options for a sabbatical or paid parental leave. Within our terms of employment individual choices model, you can exchange leave days and/or salary for benefits such as an advantageous sports subscription or bicycle scheme, and we also offer child-care options;
  • If your work allows it, hybrid working is possible within the Netherlands;
  • A home-working allowance (day and internet allowance) and attention for good workplaces. The University will also provide you with a laptop.
