The Van Vollenhoven Institute for Law, Governance and Society (VVI) seeks applicants for the position of Project Officer to join Access to Justice in Libya (A2JiL), a Dutch-Libyan research project based at Leiden University’s VVI, with funding from the Dutch Ministry of Foreign Affairs. The project started in January 2021 and will end in December 2025. It aims to ascertain whether, to which extent, and how, in a country plagued by political and institutional divide, armed conflict and lack of security, people have access to justice and how to improve such access by identifying and reducing barriers. It employs a socio-legal approach combining a legal analysis, stakeholder consultations, interviews, and surveys. It entails conferences, workshops, and meetings in Libya, Tunisia, and the Netherlands to discuss, develop and disseminate its findings and recommendations.

The project officer is envisioned to join the project in early 2025 for the preparation and execution of the final phase, i.e. completing the project and disseminating its outcomes.

This is what you will do
Under the supervision of the project leader, and working closely with him and other team members in the Netherlands and Libya, the project officer will be responsible for a range of important tasks in the fields of research (assistance) and project management (assistance):


Research Assistance

  • Searching and employing literature, media and official reports relevant to A2Jil.
  • (Co)editing research publications in English.
  • Research communication and dissemination, notably through our website, Libyan Law and Society and publications.
  • Translating texts and occasional live interpreting between Arabic and English.

Project Management Assistance

  • Organizing project events: conferences, workshops, courses, and meetings.
  • Coordinating data management and assisting with end-of-project data archiving.
  • Financial administration (e.g. approving payment on invoices) and financial reporting (quarterly in IATI, and annually).
  • Writing periodical narrative reports.

The department
The Van Vollenhoven Institute for Law, Governance and Society (VVI) is part of the Leiden Law School. The VVI seeks to advance knowledge of the formation and functioning of legal systems in their social contexts, the impact of these systems on society and vice versa, their effectiveness in governance, and their contribution to development. The Institute adopts a socio-legal and global approach, doing research on law in the books and law in action in Asia, Africa, the Middle East, and Europe. VVI staff teaches several socio-legal thematic and regional courses for both Dutch and foreign exchange students. This is what you bring
Relevant Master degree, in for example, law, social sciences or humanities, with a demonstrable interest in research about law, governance and society in a country like Libya.

  • Fluency in Arabic and English, and preferably Dutch.
  • Excellent writing and editing skills.
  • Excellent organisation and communication skills.
  • Available for work in Leiden for at least two days a week.
  • Available to start in early 2025.

This is what we offer you

  • The period of employment in this position is from February/March 2025 to December 2025.
  • Salary is in accordance with the Collective Labour Agreement for Dutch Universities and depends on the candidate’s qualifications and experience. The monthly salary is a minimum of €3.345 (scale 10) to € 6.148,- (scale 11) gross per month based on experience and a full-time basis.
  • Leiden University offers an attractive benefits package with additional holiday (8%) and end-of-year bonuses (8.3 %), and training and career development. An attractive pension scheme with ABP. Our individual choices model gives you some freedom to assemble your own set of terms and conditions. Candidates from outside the Netherlands may be eligible for a substantial tax break.
  • Flexible working hours: as standard, you have at least 29 vacation days with a full-time working week of 38 hours; you can also build up additional leave by, for example, working full-time 40 hours per week and thus building up 96 additional leave hours or by handing in 96 leave hours and working a 36-hour working week;
  • Wide choice of secondary employment conditions; for example, it is negotiable to opt for a sabbatical or paid parental leave. Within our choice model employment conditions, days off.
  • If the work allows it, hybrid working within the Netherlands is possible;
