Ymre Schuurmans is Scientific Director of the Institute of Public law and full professor of Constitutional and Administrative Law, in particular the Law of Administrative Procedure.
Her research interests include legal protection, organisation and standardisation of administrative procedures, the law of evidence, in particular in a digitalised society. Her research in this context is often comparative in nature, focusing on civil and criminal procedure, as well as on the administrative systems of other States. She participates in the domain of Conflict resolving institutions and in the SAILS programme.Ymre has written several reports for Dutch judicial associations (e.g. VAR, NVvR and NVvP) and has conducted research for institutions including the Ministry of Justice, the Dutch Judiciary and a great number of administrative bodies.
Ymre is responsible for Administrative Procedure courses at both bachelor’s and master’s level at Leiden Law School. Additionally, she teaches several postgraduate courses including the law of evidence and current affairs in administrative procedure. She has also been a member of several education review committees auditing VU, LUC and the Academy for Legislation and Government Lawyers.
Curriculum vitae
Ymre Schuurmans has been part of Leiden’s faculty since 2005, having previously worked as a PhD candidate and lecturer at Vrije Universiteit Amsterdam. She graduated summa cum laude from the same university in both constitutional and administrative law and civil law in 2000. She received the VAR award from the Dutch Association for Administrative Law for her dissertation on the burden of proof in administrative procedure in 2009. This prize is awarded once every four years and rewards a person who has made an innovative and valuable contribution to the development of general administrative law. In 2008, Dutch Magazine MR. named Ymre best administrative lawyer under the age of 35. In 2014, she was appointed as full professor.
Ymre holds and has held several positions besides her activities as a professor. She, inter alia, acts as a substitute judge at the Rotterdam District Court and is editor for JB-plus and Rechtsgeleerd Magazijn Themis, the oldest scholarly law journal of the Netherlands.
Ymre Schuurmans is co-founder of the Dutch Women’s Administrative Lawyers Association and a member of the European Group of Public Administration. In 2008, she visited Cardozo School of Law in New York as a research scholar. In 2020, she was visiting professor at the University of Cape Town.
