Monica den Boer is professor by special appointment of Police Studies at the Institute of Security and Global Affairs. Monica currently holds the Chair on Military Policing Operations at the Netherlands Defence Academy in Breda, a position she has occupied since 2020. Previously, she served as a Member of Parliament for the social-liberal party D66 (2017-2019).

Her career includes leadership roles such as Director of SeQure Research and Consultancy and Adjunct Professor at the Department of Security & Criminology at Macquarie University, Sydney. She was Director of Research and Knowledge Development at the Police Academy in Apeldoorn (2003-2016) and held a Chair of Comparative Public Administration at VU University Amsterdam (2004-2012). Additionally, she contributed to the Clingendael Institute of International Affairs (2006-2009) and served on multiple advisory bodies, including the Dutch Iraq Investigation Committee and the Committee on European Integration of the Advisory Council on International Affairs. 

Professor den Boer earned her PhD from the European University Institute (EUI, Florence) in 1990 and subsequently held academic and research positions at Edinburgh University, NISCALE, EIPA, Tilburg University, and EULEC. She is a prolific author on topics related to European internal security, police cooperation, and military policing, with her latest edited volume, Comparative Policing from a Legal Perspective, published by Edward Elgar in 2018. 

Her research spans security studies, law enforcement, international policing, stability policing, and comparative public administration. She is actively involved in teaching at Leiden University, offering courses such as Policing Studies and Governance of Violence (MSc Crisis and Security Management). 

She has delivered notable speeches, including the prestigious 43rd James Smart Memorial Lecture at the Scottish International Policing Conference and the 2024 Cleveringa Lecture in Breda, titled 'Without Europe, Lost for Good: On the Importance of European Cooperation for a Small Country with Great Potential.'

Grants and Collaborations 

  • WODC (2013-2014): Research on international police information exchange. 
  • Asia-Europe Foundation (2009-2010): Grant for research and Handbook on Police Ethics, co-authored with Changwon Pyo. 
  • European Commission FALCONE Fund (1998-2000): Study on organizational changes in EU police and prosecution services, co-funded by the Dutch Ministry of Justice.
