Michiel Tjepkema (1974) is a lecturer in Constitutional and Administrative Law at Leiden University. He studied Dutch law and Dutch Language and Culture at Leiden University. In September 2003 he started with the research for his thesis on the principle ‘égalité devant les charges publiques’, a French principle governing state liability for lawful acts. In June 2010 he defended his thesis Damage compensation based on the principle ‘equality before the public burdens’. A research into national, French and European law. He obtained his doctorate cum laude. Supervisors were Professor T. Barkhuysen and Professor J.E.M. Polak. The thesis contains an extensive English summary.

Michiel regularly publishes and teaches in the field of state liability and administrative law. He carries out his research within the program Securing the Rule of Law in a Multilevel Jurisdiction. Other professional activities include a membership of the commission for objections of the Ministry of Health, Welfare and Sport. He is also secretary to the editorial staff of the paper Overheid & Aansprakelijkheid (Government & Liability).
