Li-Ru Hsu is an external PhD candidate at eLaw - Center for Law and Digital Technologies. She is connected to eLaw since September 2023. The title of her research is ‘Empowering Children with Disabilities in the Digital Era: Rights, Privacy, and Accessibility’. Her research is centered around protecting and empowering children with disabilities in the digital era.

Li-Ru earned her bachelor’s degree in law and master’s degree in public law from National Chengchi University in Taiwan, where her focus on child rights flourished across diverse contexts. She furthered her studies by pursuing an Advanced LL.M. in Law and Digital Technologies at Leiden University in 2021. Her thesis explored the implementation of data protection by design under GDPR Article 25(1), with a specific focus on addressing the needs of children with intellectual disabilities. Following her graduation, Li-Ru made significant contributions during her internship at UNICEF East Asia and Pacific Regional Office, notably in organising the 2022 ASEAN ICT Forum on Child Online Protection and drafting legal standards on combating criminal activities online as well as guidelines for the provision of support services for child victims of online child sexual exploitation and abuse.

Commencing her role as an external PhD candidate in September 2023 at Leiden University, Li-Ru’s research revolves around the intricate challenges of protecting and empowering children with disabilities in the digital realm. Her work contributes to the ongoing discourse surrounding digital inclusivity and legal safeguards for young digital citizens.

In addition to her academic pursuits, Li-Ru is a licensed Taiwanese attorney with nearly three years of experience as a litigator in Taiwan. She currently balances her academic role with a part-time position as a legal associate at a law firm in The Hague.
