Jan-Jaap Oerlemans is an Assistant Professor of Criminal Law at the Institute for Criminal Law & Criminology at Leiden University since 2024. Additionally, he holds the position of endowed professor in Intelligence and Law at the Utrecht University.

Jan-Jaap (ā€œJJā€) Oerlemans studied Criminal Law and Information Law at the University of Amsterdam. In 2017, he obtained his Ph.D. with a dissertation titled 'Investigating Cybercrime' from Leiden University. He is a co-editor of various books on cybercrime, including ā€˜Essentials in Cybercrimeā€™ (together with Dr. Wytske van der Wagen and Dr. Marleen Weulen Kranenbarg).

His research and publications focus on the intersection of technology and law, covering topics such as the criminalisation of (new forms of) cybercrime and the application of special (investigative) powers in a digital context (see the Publications tab). For a long time, he combined his academic work with legal practice. Most recently, he worked as a supervisor at the Dutch Review Committee on the Intelligence and Security Services (CTIVD) from 2017 to 2023.

Jan-Jaap regularly provides postgraduate education on cybercrime and digital investigation, catering to audiences such as lawyers, investigators, public prosecutors, corporate lawyers, and policy officers from ministries.

Ancillary activities

Jan-Jaap Oerlemans is affiliated as an author with the Text & Commentary series (Kluwer). He is also a member of the editorial board of the journal Computerrecht, member of the Hansken Forensic & Legal Board of the Netherlands Forensic Institute (NFI) and member of the Cybercrime expert group for the Court of Appeals in The Hague.
