Floor joined the Institute of Private Law as a PhD-fellow in April 2022. She conducts research in the field of attachment and enforcement law. She is working on a dissertation on the transparency of assets in the enforcement phase. Based on a normative analysis of the functions of the enforcement law system, Floor examines what possibilities there are to gain insight into a debtor’s financial situation and whether these possibilities are sufficient in view of the right to an effective enforcement as protected by Art. 6 ECHR. Information on the debtor’s financial situation ensures that it is clear whether the debtor is unable or unwilling to pay and allows appropriate and proportionate measures of attachment or enforcement to be taken.
Floor also conducts research in other areas of civil (procedural) law. She is particularly interested in collective redress (Dutch Collective Redress of Mass Damages Act; WAMCA), liability law, contract law and private and public international law. She regularly publishes in professional journals. Floor is co-author of the 27th edition of a standard guide to Dutch procedural law known under the name Hugenholtz/Heemskerk.
Floor graduated cum laude from the University of Leiden in 2017. Floor then worked for about 4,5 years as an attorney in the (Supreme Court) litigation team of Pels Rijcken. There, she litigated before district and appellate courts, and the Supreme Court, in proceedings ranging for summary proceedings to large class actions. Floor has also previously worked as a (guest) lecturer at the University of Leiden.
