Vestert Borger speaks at the Constitutional Law Conference
On 13 December 2024, the yearly ‘Constitutional Law Conference’ took place at Leiden Law School. The central theme of the conference was ‘The Constitution outside the Constitution’.
During the conference, participating scholars reflected on the ways in which constitutions are shaped by elements that are not found in the actual canonical text.
Together with Thomas Beukers, professor by special appointment holding the chair of Institutional Law and Practice of the EU at the University of Amsterdam, Vestert Borger organized a seminar on the Spitzenkandidaten procedure. In the context of this procedure European political parties nominate lead candidates, or Spitzenkandidaten, ahead of the elections for the European Parliament so as to give EU citizens the choice whom to elect as Commission President. In his presentation, Vestert discussed what the procedure teaches us about the European Union’s system of government.
