Michael Kowalski appointed as Professor by special appointment at Leiden University

Michael Kowalski has been appointed as part-time Professor by special appointment of Applied Ethics in Intelligence and Security at the Institute of Security and Global Affairs (ISGA) at Leiden University.

This professorship, endowed by the Dutch National Coordinator for Counterterrorism and Security (NCTV), focuses on advancing research and practice in the ethics of intelligence and security.

Bridging theory and practice

Ethics in intelligence and security is an emerging field of study. Kowalski will develop this area further by bridging academic research with practical application, ensuring that ethical principles are translated to the field of professionals.

Kowalski: ‘There is a clear societal and scientific need for further research into the ethics of intelligence and security practices, and I aim to contribute to meeting this need. In addition, I am motivated to help bridge the gap between science and practice. This is not only about transferring scientific insights to professional practices; I believe that practical wisdom (phronesis) can enrich both science and society.’

This appointment aligns with ISGA’s mission to combine academic research with societal relevance. As part of Leiden University’s Faculty of Governance and Global Affairs, ISGA addresses pressing security challenges, ranging from terrorism to cybersecurity, through a multidisciplinary approach.

An experienced expert in national security

With over two decades of experience in national security and counterterrorism within the Dutch government, Kowalski brings a wealth of practical knowledge to this role. Currently serving as Chief Science Officer at the NCTV and Dean of the NCTV-Academy, he previously was Head of the Expertise and Quality of the Dutch Supervisory Authority in the field of justice and security.

Academic expertise

Kowalski holds a PhD from Leiden University and has degrees from the University of Bremen in Germany and the University of Amsterdam. Additionally, he completed an M.A. at the Kroc Institute of International Peace Studies at the University of Notre Dame (Indiana, USA), further deepening his expertise in international peace and security studies.
