To what extent is ChatGPT capable of drafting legislation?
All sorts of predictions have already been made about the AI system ChatGPT: the programme is going to turn education on its head, make search engines look old-fashioned, and put copywriters out of business. Copywriters? Does that include legislative draftsmen? In other words, can ChatGPT draft legislative texts?
In a recent column for RegelMaat (Dutch Journal for Legislative Studies), Anne Meuwese, Professor of Public Law & Governance of Artificial Intelligence at the Department of Constitutional and Administrative Law, discussed whether ChatGPT is capable of drafting legislative texts. The hyped Large Language Model launched by OpenAI in November 2022, appears to do so not too badly. That said, Meuwese claims that any added value in this respect remains limited.
