Forum on Children in Armed Conflicts
On 28 January 2015, Prof. Ton Liefaard participated in a panel discussion on "Children in Armed Conflict: Victims, Survivors, Witnesses and Perpetrators", hosted by The Hague Institute for Global Justice, in cooperation with the Embassy of Canada to the Netherlands.
The panelmembers, including Lieutenant-General (ret.) The Honourable Roméo A. Dallaire, Former Force Commander for the UN Assistance Mission for Rwanda, examined the particular vulnerability of children in conflict situations and the inherent challenges in dealing with children as victims, survivors, witnesses, and perpetrators. In addition, it looked at how these challenges should inform policy regarding investigations involving children in domestic and international legal processes as well as the possible reintegration of children perpetrators of serious crimes.
